SENATE BILL 754
AN ACT TO APPOINT PERSONS TO VARIOUS PUBLIC OFFICES UPON THE RECOMMENDATION OF THE PRESIDENT PRO TEMPORE OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES AND TO make Corrections to PREVIOUS appointments.
Whereas, G.S. 120‑121 authorizes the General Assembly to make certain appointments to public offices upon the recommendation of the President Pro Tempore of the Senate and the Speaker of the House of Representatives; and
Whereas, the President Pro Tempore of the Senate and the Speaker of the House of Representatives have made recommendations; Now, therefore,
The General Assembly of North Carolina enacts:
PART I. PRESIDENT PRO TEMPORE'S RECOMMENDATIONS
SECTION 1.1. Effective January 1, 2024, James Gussler, Jr., of Caswell County is appointed to the North Carolina Emergency Medical Services Advisory Council for a term expiring December 31, 2027.
SECTION 1.2. Effective January 1, 2024, Dr. Patricia A. Pfeiffer of Wayne County, Patricia A. Markus of Wake County, and Dr. Perrin Jones of Pitt County are appointed to the North Carolina Institute of Medicine Board of Directors for terms expiring December 31, 2027.
SECTION 1.3. Effective January 1, 2024, John T. Lucey of New Hanover County is appointed to the North Carolina Oil and Gas Commission for a term expiring December 31, 2027.
SECTION 1.4. Effective January 1, 2024, Sherry Heuser of Wake County is appointed to the Board of Directors of the North Carolina Partnership for Children, Inc., for a term expiring December 31, 2026.
SECTION 1.5. Effective July 1, 2023, Sarah J. Burnham of Catawba County is appointed to the North Carolina Appraisal Board for a term expiring June 30, 2026.
SECTION 1.6. Effective July 1, 2023, Steve A. Shuttleworth of New Hanover County is appointed to the North Carolina Coastal Resources Commission for a term expiring June 30, 2027.
SECTION 1.7. Effective July 1, 2023, Caroline H. Brown of Iredell County and Jamieson Levi Brown of Randolph County are appointed to the North Carolina Alarm Systems Licensing Board for terms expiring June 30, 2026.
SECTION 1.8. Effective July 1, 2023, Valory K. Hicks of Wake County and Amy Y. Swink of Caldwell County are appointed to the North Carolina Board of Massage and Bodywork Therapy for terms expiring June 30, 2026.
SECTION 1.9. Effective July 1, 2023, Christopher E. Deal of Pender County and George T. Ammons of Scotland County are appointed to the North Carolina Well Contractors Certification Commission for terms expiring June 30, 2026.
SECTION 1.10. Effective July 1, 2023, Dr. Michael M. Marushack of New Hanover County is appointed to the North Carolina Board of Athletic Trainer Examiners for a term expiring June 30, 2026.
SECTION 1.11. Effective July 1, 2023, Walter H. James of Rockingham County is appointed to the North Carolina On‑Site Wastewater Contractors and Inspectors Certification Board for a term expiring July 1, 2026.
SECTION 1.12. Effective July 1, 2023, Sheriff Pete Herron of Montgomery County is appointed to the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Services for a term expiring June 30, 2026.
SECTION 1.13. Effective July 1, 2023, Heath R. Jenkins of Lincoln County and George R. Taylor of Bladen County are appointed to the North Carolina Rural Infrastructure Authority for terms expiring June 30, 2026.
SECTION 1.14. Effective September 1, 2023, Dr. Loury O. Floyd of Cumberland County, Ida M. Weisner of Yadkin County, and Randall Penfield of Guilford County are appointed to the North Carolina Professional Educator Preparation and Standards Commission for terms expiring August 31, 2025.
SECTION 1.14A. Effective September 1, 2023, Alexandra B. Hoskins of Forsyth County is appointed to the North Carolina Professional Educator Preparation and Standards Commission for a term expiring August 31, 2025.
SECTION 1.15. Effective July 1, 2023, Walker B. Ferguson of Buncombe County and William R. Davis of Onslow County are appointed to the North Carolina Board for Licensing of Soil Scientists for terms expiring June 30, 2026.
SECTION 1.16. Effective July 1, 2023, Richard A. Epley of Burke County, Ronald L. Parrish of Alamance County, Michael D. Slagle of Mitchell County, and Jamie L. Bullard of Columbus County are appointed to the North Carolina Criminal Justice Education and Training Standards Commission for terms expiring June 30, 2025.
SECTION 1.17. Effective July 1, 2023, Mark G. Vrablic of Dare County is appointed to the North Carolina Marine Industrial Park Authority for a term expiring June 30, 2025.

SECTION 1.26. Effective September 1, 2023, Avis Watkins‑Smith of Harnett County, Cathy Cloninger of Gaston County, Carianne E. Fisher of Durham County, Kathleen A. Lockwood of Durham County, and TeAndra M. Miller of Wake County are appointed to the North Carolina Domestic Violence Commission for terms expiring August 31, 2025.
