AN ACT TO APPOINT PERSONS TO VARIOUS PUBLIC OFFICES UPON THE RECOMMENDATIONs OF THE PRESIDENT PRO TEMPORE OF THE SENATE and the speaker of the house of representatives.
The General Assembly of North Carolina enacts:
PART I. PRESIDENT PRO TEMPORE'S RECOMMENDATIONS
SECTION 1.1. Effective July 1, 2024, Dr. Aaron L. Fleming of Harnett County and Julie Von Henner of Buncombe County are appointed to the North Carolina Center for the Advancement of Teaching Board of Trustees for terms expiring June 30, 2028.
SECTION 1.2. Effective July 1, 2024, Robert M. Cox of Mecklenburg County and Darrell Frye of Randolph County are appointed to the Umstead Act of Unfair Competition Panel for terms expiring June 30, 2028.
SECTION 1.3. Effective July 1, 2024, Jeffery G. Bullins of Rockingham County and Dr. Daniel C. Walters, Jr., of Robeson County are appointed to the Rural Infrastructure Authority for terms expiring June 30, 2027.
SECTION 1.4. Effective July 1, 2024, Wilton R. "Rusty" Duke, Jr., of Pitt County is appointed to the Board of Trustees of the State Health Plan for Teachers and State Employees for a term expiring June 30, 2026.
SECTION 1.5. Effective January 1, 2025, the Honorable Michael V. Lee of New Hanover County is appointed to the Education Commission of the States for a term expiring December 31, 2025.
SECTION 1.6. Effective October 1, 2024, Dr. Susan M. Roddey of Mecklenburg County and Dr. Judy Y. Siker of Wake County are appointed to the North Carolina State Board of Examiners of Fee‑Based Practicing Pastoral Counselors for terms expiring September 30, 2028.
SECTION 1.7. Effective July 1, 2024, Nicole R. Alleman of Wake County and MSgt Herberth S. Aguilar‑Champney of Onslow County are appointed to the North Carolina Interpreter and Transliterator Licensing Board for terms expiring June 30, 2027.
SECTION 1.8. Effective July 1, 2024, Addie R. Corder of Randolph County is appointed to the North Carolina Parks and Recreation Authority for a term expiring July 1, 2027.
SECTION 1.9. Effective October 1, 2024, Reid Pell of Randolph County is appointed to the North Carolina Irrigation Contractors' Licensing Board for a term expiring September 30, 2027.
SECTION 1.10. Effective October 1, 2024, Kristen M. Hoyle of Wake County is appointed to the North Carolina Manufactured Housing Board for a term expiring September 30, 2027.
SECTION 1.11. Effective July 1, 2024, Randy Swicegood of Davidson County is appointed to the Well Contractors Certification Commission for a term expiring June 30, 2027.
SECTION 1.12. Effective November 1, 2024, Dr. Donald M. Brescia of Randolph County is appointed to the North Carolina Respiratory Care Board for a term expiring October 31, 2027.
SECTION 1.13. Effective July 1, 2024, Hampton M. Billips of Forsyth County is appointed to the Disciplinary Hearing Commission of the North Carolina State Bar for a term expiring June 30, 2027.
SECTION 1.14. Effective July 1, 2024, Richard A. Epley of Burke County is appointed to the Private Protective Services Board for a term expiring July 1, 2027.
SECTION 1.15. Effective April 1, 2024, Mary W. Willis of Wake County is appointed to the North Carolina State Banking Commission for a term expiring March 31, 2028.
SECTION 1.16. Effective November 1, 2024, Vicki A. Harry of Wake County is appointed to the North Carolina Medical Board for a term expiring October 31, 2027.
SECTION 1.17. Effective August 1, 2024, Amanda M. Beatty of Durham County and Taylor R. Guardalabene of Mecklenburg County are appointed to the North Carolina Board of Athletic Trainer Examiners for terms expiring July 31, 2027.
SECTION 1.18. Effective July 1, 2024, Samuel "Ben" Townsend of Wake County is appointed to the Acupuncture Licensing Board for a term expiring June 30, 2027.

SECTION 1.34. Effective March 1, 2024, Benny Bowers of Stanly County is appointed to the North Carolina Capital Facilities Finance Agency Board of Directors for a term expiring February 29, 2028.
SECTION 1.35. Effective January 1, 2025, Brandon Medina of Nash County and Heather L. Hallmark of Pitt County are appointed to the 911 Board for terms expiring December 31, 2028.
SECTION 1.36. Laddie "Brian" B. Rice of Carter County, Tennessee, is appointed to the 911 Board for a term expiring December 31, 2026, to fill the unexpired term of Christopher W. Hummel.

SECTION 1.56. Paula M. Rolka of Chatham County is appointed to the North Carolina Board of Barbers and Electrolysis Examiners for a term expiring December 31, 2025, to fill the unexpired term of Stacy M. Miller.
SECTION 1.57. Kate McCullough of Mecklenburg County is appointed to the License to Give Trust Fund Commission for a term expiring December 31, 2025.

PART III. EFFECTIVE DATE
SECTION 3.1. This act is effective when it becomes law. Unless otherwise provided, terms begin upon the effective date of this act.
