Overview: Section 11.17 of S.L. 2026-41 (Senate Bill 257) creates the North Carolina - Ireland Trade Commission (Commission), a nine-member independent commission located in the Department of Commerce, to explore and encourage trade, promote business, educational and cultural exchanges, and recommend joint action on policies of mutual agreement between North Carolina and Ireland.  Members serve three-year terms and are eligible for reappointment.  Members of the Commission are as follows:

  • The President Pro Tempore of the Senate, or his or her designee.
  • The Speaker of the House of Representatives, or his or her designee.  
  • Two members of the Senate, one from each political party, appointed by the President Pro Tempore.
  • Two members of the House of Representatives, one from each political party, appointed by the Speaker of the House of Representatives.
  • An individual active in Irish-American cultural and civic affairs, appointed by the President Pro Tempore.
  • An individual active in public higher education who has an interest in North Carolina-Ireland trade relations, appointed by the Speaker of the House of Representatives.
  • An individual recognized for their achievements and experience in international business, appointed by the Governor.

The Commission must submit annual reports to the General Assembly with the first annual report due by October 1, 2027.

This section becomes effective October 1, 2026.
