S257 - 2026 Appropriations Act. (SL 2026-41)

Overview: Section 11.2 of S.L. 2026-41 (Senate Bill 257) requires North Carolina Biotechnology Center, High Point Market Authority, and RTI International, for each year that State funds are expended, to provide reports by September 1 of each year, and more frequently if requested, to the chairs of the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources; the chairs of the House of Representatives Appropriations Committee on Agriculture and Natural and Economic Resources; the chairs of the Senate Appropriations Committee on Agriculture, Natural, and Economic Resources (collectively, the Committees); and to the Fiscal Research Division. These reports must include information regarding prior State fiscal year program activities, objectives, and accomplishments, and prior State fiscal year itemized expenditures and fund sources. The report must also include a list and description of grants awarded if State funds are used to provide matching funds for competitive grants. Each of these three entities must provide a copy of its annual audited financial statement within 30 days of issuance of that statement to the Committees.
